IOC Adopts Climate-Adaptive Hosting Requirements for Future Games

The International Olympic Committee is putting climate resilience closer to the center of Olympic planning, updating host city selection requirements to favor infrastructure that can withstand extreme weather while spreading events across decentralized venues. The change signals a significant shift in how future Games may be designed, financed, and experienced by athletes, residents, workers, and spectators.

For decades, the Olympic Games have been associated with ambitious construction projects, packed stadiums, international travel, and concentrated bursts of activity in a single metropolitan area. That model has produced memorable sporting moments, but it has also raised difficult questions about construction emissions, energy use, transportation, water demand, and the long term value of venues after the closing ceremony.

The updated approach from the IOC seeks to address those pressures before a host city is selected. Rather than treating environmental performance as a secondary consideration, the new criteria place climate adaptive infrastructure and a more distributed event footprint among the factors cities must consider when presenting their Olympic plans.

Climate resilience moves closer to the heart of Olympic planning

The decision comes as cities around the world face increasingly difficult conditions during major public events. Heat waves can make outdoor competition dangerous. Flooding can disrupt transportation networks. Severe storms can damage temporary structures and interrupt event schedules. Water shortages can place additional pressure on already strained communities.

For an Olympic host, these risks are magnified. A Games can bring hundreds of thousands of visitors into a city at roughly the same time, increasing demand for transportation, electricity, water, food, accommodation, and emergency services.

We should therefore view climate adaptation as more than an environmental issue. It is also a question of public safety, urban planning, financial responsibility, and continuity of competition.

The IOC’s revised requirements are designed to encourage host cities to address those concerns before construction begins. Cities seeking the Games will need to think more carefully about whether existing infrastructure can be upgraded, whether new facilities can withstand local climate conditions, and whether Olympic operations can function when weather conditions become unusually severe.

Decentralized venues could change the Olympic city model

One of the most consequential elements of the updated approach is the greater use of decentralized event venues. Instead of concentrating Olympic activity around a single purpose built complex, future hosts can structure competitions around existing facilities and venues distributed across a wider metropolitan area or region.

This model could reduce the need for large new construction projects while allowing cities to make better use of infrastructure they already own.

A football stadium that regularly serves local supporters, a swimming facility used by community athletes, or an existing athletics venue could have a much stronger long term case than a newly built structure that becomes difficult to maintain once the Games leave town.

The concept also reflects a broader shift in Olympic planning toward legacy. A successful Games should not only deliver several weeks of competition. It should leave behind useful transportation networks, renovated public facilities, improved accessibility, stronger community spaces, and infrastructure that residents can continue using.

Why existing venues matter

Construction is one of the most visible environmental costs associated with major sporting events. Building new stadiums and accommodation facilities requires materials, heavy machinery, transportation, energy, and land. Those impacts can begin years before athletes arrive.

Using existing facilities can reduce some of that burden, although it does not eliminate environmental costs entirely. Older buildings may require energy upgrades, accessibility improvements, safety work, or temporary modifications. The important difference is that the investment can be directed toward infrastructure with a life beyond the Olympics.

For host cities, this can also reduce the financial risk associated with maintaining oversized venues after the Games.

Heat is becoming a practical Olympic concern

Among the climate risks facing international sport, extreme heat deserves particular attention. Athletes competing outdoors can experience intense physiological stress when temperatures and humidity rise. Spectators, volunteers, security personnel, transport workers, and medical teams face similar exposure.

Climate adaptive Olympic planning could involve shaded spectator areas, resilient transport systems, improved ventilation, cooling strategies, heat monitoring, water access, and scheduling adjustments. The exact measures will vary by location, but the principle is straightforward: Olympic infrastructure must be designed around the climate conditions a city is likely to experience during the Games rather than relying solely on historical averages.

That distinction matters because historical weather patterns are becoming less reliable as a guide for future conditions. A city that once considered an extreme heat event highly unusual may increasingly need to treat such conditions as part of its operational planning.

Environmental goals will affect transportation decisions

Decentralized venues could bring another important benefit if they are paired with effective public transportation. A host city may be able to reduce pressure on a single Olympic district by distributing competitions across existing neighborhoods and regional facilities.

That approach, however, creates its own planning challenge. If spectators must travel long distances between venues, the environmental gains from using existing facilities could be weakened by additional transportation demand.

We therefore expect transportation planning to remain central to the success of climate adaptive Games. Rail, buses, walking routes, cycling infrastructure, accessible mobility services, and carefully coordinated event schedules can help move large crowds without relying excessively on private vehicles.

The best plans will connect venues to communities rather than simply connecting venues to one another. That distinction can determine whether Olympic infrastructure becomes a lasting public asset or an expensive event specific system.

Host cities face a higher standard before construction begins

The revised selection criteria may also change the competition among cities seeking future Games. A bid based primarily on grand architectural concepts and new construction may become less persuasive than a proposal showing how existing infrastructure can be strengthened and reused.

That could benefit cities with mature public transportation networks, established sports facilities, strong climate planning, and clear strategies for managing extreme weather.

Potential hosts will also need to demonstrate that their climate plans are practical rather than aspirational. That means identifying risks, estimating costs, establishing performance standards, and explaining how infrastructure will remain useful after the Olympics.

Several areas are likely to receive greater scrutiny during planning:

  • Protection of venues and transportation systems from heat, flooding, storms, and other climate hazards
  • Reuse and renovation of existing sporting facilities where practical
  • Energy efficient buildings and reliable low carbon power systems
  • Public transportation capacity and low emission mobility options
  • Water security and responsible management of local resources
  • Long term community use of Olympic facilities after the Games

A shift from Olympic spectacle toward Olympic responsibility

The Olympic Games will always require significant resources. Athletes need world class facilities. International visitors need accommodation and transportation. Broadcast operations require substantial technical infrastructure. Security and emergency services must be capable of responding to an event unlike almost anything else a city hosts.

The question is not whether the Olympics can operate without an environmental footprint. They cannot. The more realistic question is whether that footprint can be reduced while leaving host communities with infrastructure that is useful, resilient, and financially sustainable.

The IOC’s updated requirements suggest that this question is now being asked earlier in the process.

That matters because the most consequential decisions are often made years before the opening ceremony. Once a city commits to a major stadium, transportation corridor, accommodation project, or energy system, changing direction becomes expensive. Climate requirements incorporated at the host selection stage can influence those decisions before they become locked into long term contracts and construction plans.

What the new approach could mean for future Games

For athletes, the changes could mean competition venues designed with greater attention to heat, weather disruption, accessibility, and operational safety. For spectators, they could mean more events taking place in familiar parts of a city rather than inside a single Olympic zone.

For residents, the potential benefit is even more significant. A successful climate adaptive strategy could leave behind renovated facilities, stronger transportation connections, improved public spaces, and infrastructure capable of serving communities during ordinary life as well as during an international sporting event.

There will still be difficult tradeoffs. Decentralization can complicate logistics. Retrofitting old venues can be expensive. Climate resilient construction may require higher upfront investment. Spreading events across a region can increase transportation coordination and security demands.

But those challenges are precisely why the host selection process matters. Cities now have an opportunity to compare the full lifetime cost of Olympic infrastructure rather than focusing only on what can be delivered for the opening ceremony.

The broader message for cities preparing for a warmer future

The IOC’s decision extends beyond sport. Major international events often function as stress tests for cities. If a host can safely move enormous crowds during extreme weather, keep critical infrastructure operating, protect vulnerable people, and maintain essential services, those capabilities can also benefit residents throughout the rest of the year.

That makes Olympic climate planning a potentially useful laboratory for urban resilience.

Organizations working on climate adaptation have increasingly stressed the value of preparing infrastructure before disasters expose weaknesses. The United Nations Environment Programme tracks global work on climate adaptation, resilience, emissions, and sustainable urban development, issues that increasingly overlap with the demands of major sporting events.

We should also remember that the people most affected by Olympic development are not necessarily the people standing in the stadiums. They are residents navigating construction zones, workers commuting through crowded transport systems, families living near venues, small businesses serving visitors, and communities that inherit the infrastructure after international attention has moved elsewhere.

That is why the strongest Olympic legacy will not be measured only by medals, records, or television audiences. It will also be measured by whether a host city remains safer, more accessible, more resilient, and better prepared for its climate future after the final competition has ended.

By placing climate resilience and decentralized venues more firmly into host selection, the IOC is signaling that future Olympic planning cannot be separated from the physical realities facing cities. The Games may still deliver spectacle on a global scale, but the infrastructure behind that spectacle will increasingly be judged by a quieter question: what will it leave behind for the people who live there?
